Ad for LIT teachers out but appointments still far away

NAGPUR: Nagpur University seems to be misleading the judiciary time and again as far as appointments in once-prestigious Laxminarayan Institute of Technology (LIT) are concerned. This time, its registrar Mahesh Yenkie filed a new affidavit on Monday stating that NU had issued a fresh advertisement for filling up 32 vacant posts of the lecturers on June 23 this year and last date of application was August 8.Interestingly, NU had published ad for the same posts on December 12 last year. Giving clarification for new ad, he stated that AICTE has revised qualifications and eligibility norms for the professors, associate and assistant professors and therefore, it had to issue fresh advertisement. Yenkie admitted that constitution of academic and management councils along with expert panel would take some time. The schedule of interviews can be fixed only after the experts` consents and by providing the statutory period as per Section 76 of Maharashtra Universities Act, 1994.TOI on December 28 last year had reported that in a face-saving attempt to fill up these posts after receiving flak from the court, NU floated an advertisement despite being aware of the fact it was not possible until the constitution of all statutory bodies. Now sources inform that administration`s lethargy has ensured it would take NU at least until February-March next year to constitute management council which has the powers to make appointments.The registrar further informed that NU had worked out revised staffing pattern for non-teaching employees after the court barred transfer of such employees to Gondwana University as per orders of Maharashtra government. However, he made it clear that granting promotions to them or making new appointment would be made only after state`s approval for revised roster. He added that total land of LIT was 77.78 acres and they had almost completed construction of compound wall around it. NU also removed temporary construction and has planned a well designed entrance on Amravati road.On issue of PhD registrations that were reportedly stopped, Yenkie, who also has additional charge as LIT director, stated that process had been streamlined by vice-chancellor Vilas Sapkal and the appointments of lecturers would facilitate additional research students. The affidavit was filed in response to a PIL filed by former student Prasanna Sohale through his counsel Shrikant Khandalkar praying for filling up LIT`s vacancies that were severely affecting operations of their alma mater.The court during last hearing tersely observed, "Prima facie, we find considerable force in these averments looking to the conduct of NU and the state government in giving step-motherly treatment to such an old and prime institute of Vidarbha region; as there is no satisfactory explanation from the respondents in defence. The court will not be a mute spectator to all these happenings."TOI had been tracking this issue since long highlighting how NU`s neglect and the government`s step-motherly treatment had led to deterioration of LIT, set up as per will of late Rao Bahadur D Laxminarayan who donated entire property to the university in 1930.
